Any other form of submission will be deemed informal, irregular, and not worthy of consideration for contract award. Plans and specifications are on file at the office of the Finance Officer and may also be ordered at the office of the City Engineer or obtained electronically from the City's website. Each bid must be labeled only with the project being bid. Each bid must include a certified check, cashier's check, or bank draft from a National or State Bank payable to the City in an amount no less than five percent of the bid, or in lieu of that, a bid bond for ten percent of the bid amount issued by an authorized surety and countersigned by a resident agent payable to the Finance Officer. Bid security must accompany the proposal as a guarantee that the bidder will enter into a contract within ten days after the notice of award is delivered. The City of Mitchell reserves the right to waive any informalities or to reject any or all bids.
