Renovation of a multi-residential development in Monterey, California. Completed plans call for the renovation of a 662-square-foot, one-unit multi-residential development.
The project consists of the rehabilitation of a 2 bedroom (approximately 662 sqft) City owned affordable housing unit located at 585 Laine St # 1 in the City of Monterey. The City's goal is to preserve and enhance the quality, safety, and livability of affordable housing units. The City desires to obtain bids from licensed contractors for the rehabilitation of an inclusionary unit in the City of Monterey, using Community Development Block Grant (CDBG) funds. The program focuses on preserving and enhancing the quality, safety, and livability of affordable housing units that are required as part of the City's inclusionary housing program. This work ensures continued affordability and compliance with both local inclusionary housing requirements and federal CDBG program guidelines. The rehabilitation process addresses critical repairs and upgrades needed to bring the unit up to current building code standards, improve energy efficiency, and extend the unit's service. The scope of work is tailored to the condition of the unit and includes: Replacing Flooring, cabinetry, appliances, and fixtures. Renovating kitchen and bathroom to ensure safety, functionality, and modern usability. Upgrade electrical and plumbing systems as needed Enhancing energy efficiency through window, door, and insulation improvements (as needed) Addressing accessibility needs in accordance with ADA and Fair Housing Act standards (as needed) Correcting health and safety code violations All rehabilitation activities will be conducted in compliance with CDBG program requirements, including environmental review, labor standards (Davis-Bacon, if applicable). Question Deadline 03/12/2026 at 2:00 PM PT All questions must be submitted in writing through the OpenGov Procurement Question/Answer Tab via the Citys e-Procurement portal Contractor Selection Date: April 7, 2026 Measurement and payment shall be based on a lump sum price paid for furnishing all labor, materials, tools, equipment, and incidentals for the work, including obtaining the bonds, insurance policies, and permits required by the contract documents for this project. 2. Replace interior flooring in main living areas, bedrooms and kitchen with durable vinyl planks including transitions and underlayment. 3. Install & paint new baseboards throughout the unit. 4. Paint door casings, window trim, sills and baseboards with urethane trim enamel. 5. Clean, sand and prep all interior paintable surfaces according to industry standards. Paint interior walls, ceilings and all paintable surfaces throughout the unit with low-VOC paint. 6. Repair or replace damaged drywall in hallways, bedrooms, bathrooms, and kitchen. 7. Clean and ensure the heater/furnace are in working condition. 8. Install 3 new doors. Doors to be installed in bedrooms 1 and 2 and bathroom 9. Install hardware for 3 new doors. 10. Install two sets of closet doors in bedrooms 1 and 2. 11. Install new thermostat 12. Replace kitchen countertops with modern, water-resistant materials. City to approve material before installation. 13. Replace all kitchen cabinetry with shaker-style cabinets. City to approve material before installation. 14. Install new energy-efficient appliances, including refrigerator, stove/oven, dishwasher, and range hood. 15. Upgrade kitchen light fixture to energy-efficiency LED model. 16. Install new kitchen sink & faucet and ensure all water lines are functional and leak-free. 17. Install new garbage disposal. 18. Install new shower head and handle. 19. Replace the damaged bathtub with a new shower stall and shower pan base. 20. Install new water-efficient toilet. 21. Install new vanity mirror. 22. Install new vanity. 23. Install new bathroom faucet and ensure all water lines are functional and leakfree. 24. Ensure proper ventilation. Replace existing exhaust fan or install a fan if none exists. 25. Install new bathroom vanity light. 26. Install new medicine cabinet. 27. Install smoke/CO2 alarms throughout the unit. 28. Replace outdated outlets and switches; install GFCI outlets in wet areas. 9. Upgrade light fixtures throughout the unit. 30. Address any plumbing leaks or deficiencies identified during the rehabilitation. 31. Check all angle stops and ensure there are no leaks. 32. Check dryer vent and water lines to ensure there are no deficiencies. 33. Repair windowsills and trim. 34. Weatherstrip all exterior doors. 35. Replace or repair any damaged interior door casings. 36. Re-key front door and storage room in accordance with HOA standards/requirements 37. Install new blinds for all windows and sliding door. 38. Replace existing windows, with replacement Milgard double pane aluminum windows. 39. Removal and Disposal Measurement and payment shall be based on a lump sum price paid for furnishing all labor, materials, tools, equipment, and incidentals for work involved in the Removal, Disposal, and Recycle of appropriate items currently installed in the unit.
