Contractor shall provide all labor, materials, tools, equipment, utilities, vehicles and transportation services required to provide Electrical Services under the Job Order Contracting (JOC) Agreement. Services may be provided, but not be limited to, any facility or property which is owned, operated, or maintained by the Orange County Sheriff-Coroner Department. The total Contract amount per contract will not exceed a total value of $3,000,000. Once the contract is awarded, Contractor shall have their employees, subcontractors and/or suppliers submit security clearance applications prior to commencing any work in the secured County facilities. Contractor’s employees, subcontractors and/or suppliers will be required to submit personal background checks as part of the security clearance process. If two or more business entities submit a bid as part of a Joint Venture, each entity within the Joint Venture must be separately qualified to bid. Complete answers to the questions contained in the pre-qualification questionnaire, information about current bonding capacity, the notarized statement from a surety, and the most recent reviewed or audited financial statements, with accompanying notes and supplemental information, are all required components of the pre-qualification application. Only pre-qualified Contractors will be eligible to participate in the bidding process. Current and active California Class C-10 – Electrical Contractor’s license is required of the Contractor. Contractors are responsible for submitting the pre-qualification documents electronically via Opengov. Paper, faxed, or emailed proposals will not be accepted. The County reserves the right to adjust, increase, limit, suspend, or rescind the pre-qualification rating based on subsequently learned information. Only pre-qualified Contractors will be eligible to participate in the bidding process. If any information provided by a Contractor becomes inaccurate, the Contractor must immediately notify the County and provide updated information in writing under penalty of perjury. The County reserves the right to waive minor irregularities and omissions in the information contained in the pre-qualification application, to make all final determinations, and to determine at any time that the pre-qualification procedures will not be applied to a specific future public works project. The County will issue either a “Notice of Pre-qualification” or “Notice of Non-qualification” to inform applicants whether they are prequalified or not to bid on the project. Contractors may be disqualified for omission or falsification of information. Only one (1) copy of the completed pre-qualification documents must be submitted electronically via Opengov by the deadline specified. No pre-qualification documents will be accepted after this date and time. Paper, faxed, or emailed proposals will not be accepted. Contractors may appeal a rating below that necessary to pre-qualify if a timely and completed application results in such rating, according to the procedures specified. Without a timely appeal, the Contractor waives any and all rights to challenge the decision whether by administrative process, judicial process, or otherwise. A Contractor may be disqualified from bidding on a specific public works contract or on all contracts until the Contractor meets the pre-qualification requirements of the County. In addition, a Contractor may be disqualified for either omission of requested information or falsification of information. All instructions concerning pre-qualification submittals and addenda are the responsibility of the Contractor to follow and obtain electronically via the County’s online bidding system website. Only prequalified Contractors will be eligible to participate in the bidding process. Applications must be signed under penalty of perjury by an individual with legal authority to bind the Contractor. If any information becomes inaccurate, updated accurate information must be provided immediately in writing, under penalty of perjury. The County reserves the right to waive minor irregularities and omissions in the information contained in the pre-qualification application submitted, to make all final determinations, and to determine at any time that the pre-qualification procedures will not be applied to a specific future public works project. The County will issue either a Notice of Pre-qualification or Notice of Non-qualification to inform Applicants whether they are prequalified or not to bid on the project. The County shall refuse to grant pre-qualification where the requested information and materials are not provided in their entirety by the deadline specified. There is no appeal from a refusal for an incomplete or late application, but re-application for a later project is permitted. Where a timely and completed application results in a rating below that necessary to pre-qualify, an appeal can be made as specified in the appeal process. Without a timely appeal, the Contractor waives any and all rights to challenge the decision whether by administrative process, judicial process, or otherwise. All pre-qualification packages, along with the Cover Page, must be submitted electronically via Opengov by the deadline specified. All pre-qualification documents and instructions are available through the County’s online bidding system website.
