Contractor shall provide all labor, materials, tools, equipment, utilities, vehicles and transportation services required to provide Mechanical Services under the Job Order Contracting (JOC) Agreement. Services may be provided, but not be limited to, any facility or property which is owned, operated, or maintained by the Orange County Sheriff-Coroner Department (OCSD). The total Contract amount per contract will not exceed a total value of $3,000,000. Once the contract is awarded, Contractor shall have their employees, subcontractors and/or suppliers submit security clearance applications prior to commencing any work in the secured County facilities. Employees, subcontractors and/or suppliers of Contractor will be required to submit personal background checks as part of the security clearance process. If two or more business entities submit a bid as part of a Joint Venture, each entity within the Joint Venture must be separately qualified to bid. Pre-qualification requirements: Complete answers to the questions contained in the pre-qualification questionnaire, information about current bonding capacity, a notarized statement from a surety, and the most recent reviewed or audited financial statements with accompanying notes and supplemental information are all required components of the pre-qualification application. Contractors must possess current and active California Class C-4 (Boiler, Hot Water Heating and Steam Fitting), C-20 (Warm-Air Heating, Ventilation and Air Conditioning), AND C-36 (Plumbing) Contractor’s licenses. All required documents must be submitted electronically via Opengov by the deadline. Incomplete or late applications will not be accepted. The questionnaire must be signed under penalty of perjury by an authorized individual with legal authority to bind the Contractor. Omission or falsification of requested information may result in disqualification from bidding. Only pre-qualified Contractors will be eligible to participate in the bidding process. OCSD reserves the right to adjust, increase, limit, suspend, or rescind the pre-qualification rating based on subsequently learned information. Contractors whose rating changes will be notified and given an opportunity for a hearing as described in the appeal process section. An appeal is possible for a rating below that necessary to pre-qualify, following the specified procedures for notice and hearing. The County reserves the right to waive minor irregularities and omissions in the information contained in the pre-qualification application, and to make all final determinations regarding pre-qualification status. Paper, faxed, or emailed proposals will not be accepted. Contractors are responsible for obtaining any addenda and ensuring the accuracy of all information provided. Pre-qualification packages must be submitted electronically via Opengov before the specified deadline for consideration. Only those Contractors who are prequalified will be notified and allowed to bid on the project. Failure to provide required information or to timely appeal a non-qualification notice will result in waiver of rights to challenge the decision.
