The Project for which the Work under the Contract Documents may be the whole or only a part is generally described as follows: The Scope of Work will include the installation of pathways, (4) pickleball courts, fences, gates, earthwork, erosion and sedimentation controls, storm drainage and landscaping at McDade Park. Sealed bids are requested for the McDade Park Pickleball Complex project in McDade Park. Payment and performance bonds are required from the successful bidder. Each bid must include a bid bond, certified check, or cash equal to 10% of the bid, payable to the Lackawanna County Treasurer, as a guarantee of willingness to execute the contract if awarded. The bid submission must include a Non-Collusion Affidavit of Prime Bidder, Bid Bond, Statement of Bidders Qualifications, Certificate of Insurance, Bid Form, and Agreement. Pennsylvania Prevailing Wage rates apply, with certified payrolls required. All procurement must comply with the Pennsylvania Steel Products Procurement Act. Bidders must comply with Title VI of the Civil Rights Act of 1964. Only firms that attend the mandatory pre-bid meeting will have their bids accepted. Bids may be held for up to sixty (60) days for review or up to one hundred twenty (120) days pending additional approvals.
