Demolition, site work and new construction of a mixed-use development in Wilmington, Delaware. Working plans call for the demolition of a 100,000-square-foot laboratory facility.

As of 4/17/2026 This solicitation is cancelled in the best interest of the State. The Office of Management and Budget, Division of Facilities Management, is seeking the services of a Construction Management (CM) firm for the New Forensic Science Building at The Bissell Campus. The selected CM will provide pre-construction services such as cost estimating, bid package development and bid solicitations, as well as construction services including managing bidding packages, coordinating contractor work, phasing the project, and overseeing construction. The project involves constructing a roughly 100,000 square foot forensic science facility, including units for Medical Examiner, Forensic Chemistry, DNA, Toxicology, and Forensic Evidence, as well as administrative offices and a community meeting room. The historic hospital building's exterior walls and structure will be retained and restored, with all later additions and interior fit-out removed. Site work will cover stormwater management and bringing utilities on-site, including domestic water, sewer, power, and telecommunications. Additional structures include transformer and generator enclosure, parking lot, dumpster enclosure, and loading docks at the medical examiner sally port and main building receiving. Simultaneous architectural and engineering design work is underway, covering space planning, programming, coordination with project requirements, geotechnical investigation, and documentation of historic features and requirements. Questions must be submitted in writing. No other information is available, and site visits will not be available until after selection is made. Hard copy and electronic submission requirements are specified, and the Division of Facilities Management reserves the right to accept or reject any or all proposals and waive requirements. Responses will be posted The existing Emily Bissell Hospital is located in Wilmington , Delaware , at 3000 Newport Gap Pike . Originally opened in 1905 as a refuge for tuberculosis patients , this facility has been closed since 2015. After several assessments and studies over the years , it has been determined that this facility will be the new home for the State of Delaware's Division of Forensic Science
