Site work and new construction of a power facility in Philadelphia, Pennsylvania. Completed plans call for the construction of a power facility; and for site work for a power facility.

Question Deadline Thursday 9th April 2026 at 2 p.m. Project includes construction of a new 630 V dc traction power substation (TPSS) on a parcel of land next to the 40th Street trolley portal at 3923 Woodland Avenue in Philadelphia for SEPTA's Green Line Trolley System. The parcel address for the property is 3940 Baltimore Avenue. C.H. Schwertner is bidding on the construction of the new 40th St. Substation building only including sitework. The underground duct banks and associated manholes in West Philadelphia will be by others. Project is subject to and must comply with the Buy America Act. All bidders are required to comply with this Act and account for it in their bid. Contractor will be required to comply with all applicable Equal Employment opportunity laws and regulations. This project is subject to and must comply with the PA Steel Products Act. All bidders are required to comply with this Act and account for it in their bid. Union Labor Please visit the site and/or review the civil drawings to review the site logistics associated with this project. There will be very little (if any) space for a laydown area or onsite storage. Include provisions as necessary in your bid for deliveries, equipment, storage, etc... All bids must be submitted through SEPTA's Electronic Procurement System (EPS). Mailed or hand delivered bids will be rejected. No bid will be opened and considered that is submitted later than the time specified. Each bid submitted shall remain firm for at least ninety (90) days from the date of the Bid Opening and may not be withdrawn in whole or in part during that time. By submitting a bid, the bidder certifies that the bid price is held firm for that time and any extension thereof. SEPTA retains the right to reject any and all bids, as determined to be in the best interest of SEPTA. All bidders will be required to certify compliance with Executive Order 12549 (ineligible contractors), and must comply with applicable laws and regulations including the PA Steel Products Act, Buy America Act, and Equal Employment Opportunity laws. Disadvantaged business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, sex, color, or national origin.
