Question Deadline 04/10/2026 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. The work will include the addition of a biological phosphorus treatment structure and process, replacement of the existing wastewater grit removal system, installation of a new RAS/WAS pump system, construction of three new aeration basin structures, a new sludge storage tank mixing system with building expansion, upgrades to the electrical/control/SCADA at the wastewater treatment facility, site piping, grading, paving, removal of two existing trickling filter structures, equipment, and aluminum domes, primary clarifier basin and equipment removals, addition of suspended air flotation (SAF) equipment and process for sludge thickening, and removal of gravity belt thickener (GBT) equipment. Proposals must be submitted on the specified forms and accompanied by a bid bond from a bonding company authorized in Wisconsin, equal to five percent (5%) of the proposal. When submitting an electronic bid, the original bid bond must be delivered within 72 hours of bid opening to Cedar Corporation. Bids must be received via the QuestCDN vBid online service, with documents downloaded from QuestCDN, which will add the company to the Plan Holder List and allow access for submittal. The Davis-Bacon Act wage rates apply, and bidders are called to observe conditions of employment and minimum wage and fringe rates. Bidders must make good faith efforts to solicit bids from at least five Minority Business Enterprises (MBEs) and five Women's Business Enterprises (WBEs) at least 15 days before bid opening, with documentation submitted on provided contact forms. The project requires adherence to the American Iron and Steel (AIS) requirements, with all iron and steel produced in the United States except under specified waivers. Proposals cannot be withdrawn for 45 days after opening, and the City of Sparta reserves the right to reject any or all proposals or waive informalities.
