The contractor shall furnish all labor, materials, and equipment necessary to perform the complete replacement of the M500 water main serving Building 500 at Maxwell Air Force Base, including all associated construction activities required to execute Project PNQS260340. Work must comply with the applicable Davis-Bacon wage determination AL260093 and all technical specifications, with performance executed in a manner meeting evaluation criteria established for a Lowest Price Technically Acceptable or Trade-off award. This requirement is a total small-business set-aside, and contractors must be located within a 250-mile radius of Maxwell AFB to be eligible for award. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The work generally consists of the following: a. Excavate the section of existing carbon-based pipe outside of Building 500. b. Excavation depths range from approximately 4 feet to approximately 7.5 feet. c. Remove the existing section that is approximately 100' long. d. Replace with a section of water pipe approximately 100' long. e. Pipe grade shall be ANSI/AWWA C900, or equivalent. f. All work must meet state, federal codes and comply with OSHA standards. g. Service Provider, at the conclusion of the project, shall ensure any disturbed areas are restored to an "as was" condition; disturbed turf shall be addressed, tire marks/ruts, as well as any damaged caused to tile and concrete cart paths/sidewalks shall be restored. h. Service Provider shall maintain a clear, hazard free, safe workplace always and ensure the site is secured and free of safety hazards at the end of each day.
