The project involves the replacement of as many as 158 lead service lines (LSLRs) over a three-year period in designated Disadvantaged Community (DAC) census tracts using the pull-through technique. All labor, materials, tools, equipment, and supervision necessary for replacing the specified service lines are to be provided, subject to service line owner approval, and in accordance with requirements from the Iowa State Revolving Fund (SRF) and detailed technical specifications. Bids will be reviewed and approved by SRF staff prior to the award. Sealed bids must be submitted by the designated deadline. Bids received after the deadline will not be considered. Work must comply with the bid documents on file at Muscatine Power and Water. A pre-bid meeting will be held, and proper PPE is required for site visits.
