The City is soliciting proposals for Municipal Engineering and Professional Support Services to supplement Public Works operations. Services may include program management support, development plan check review, encroachment, grading, and landscape inspection services, and supplemental professional engineering services for capital improvement projects and development-related activities. The services are expected to be completed within three years from contract award, with possible extension for up to two additional one-year terms at the City's discretion. The scope of work requires the consultant to perform as an independent contractor and provide all necessary tools, materials, equipment, supervision, and qualified personnel. Services must comply with applicable laws, regulations, and standards, and include thorough documentation and internal quality control. Consultants must avoid conflicts of interest, maintain exclusive control over their personnel, and ensure all deliverables conform to City requirements. Program management services involve participation in meetings, technical advisory services, infrastructure analysis, CIP recommendations, and coordination with various stakeholders. Plan check services require review of engineering submittals for compliance, preparation of conditions of approval, and tracking activities. Grading and construction inspection includes field inspections, preparation of reports, and enforcement of compliance. Encroachment permit inspection covers review and inspection of work in public rights-of-way, and landscape and irrigation inspection involves checking landscape work and compliance with plans and standards. Supplemental professional services may be provided for additional authorized workloads, such as project design and management support. Proposals must be submitted via the City's eProcurement Portal and must address all requirements in the scope of work. Respondents must submit a clear, comprehensive proposal including identification of key personnel, project management plan, detailed scope of services, and a cost proposal. All contractors and subcontractors must be registered with the Department of Industrial Relations if performing public works as defined by law. Only one proposal per respondent is allowed; late or multiple proposals will be rejected. All materials submitted will become the property of the City and may be made public after selection.
