The City seeks Professional Consulting Design Services for tenant improvements related to the Lake Forest Sports Park Recreation Center and the Etnies Skate Park Building. The scope includes assembling a team to provide essential services for a complete, bid-ready, and constructible design package for each project. Consultants are responsible for all design components, facilitating bi-weekly progress meetings with City Staff, and providing review sets in PDF and AutoCAD formats. For the Sports Park Recreation Center, improvements involve upgrading the indoor restrooms, front desk and staff office areas, kitchen, and meeting rooms to enhance functionality, accessibility, and user experience. Specific tasks include replacing door mechanisms, installing key card entry, LED lighting upgrades, painting, carpet and countertop replacement, window tinting, creating workspaces, replacing signage, sinks, flooring, partitions, installing AV systems and televisions, upgrading appliances, and restroom fixture replacements. All facilities must comply with ADA, code, energy, water efficiency, LID, and low-maintenance requirements. For Etnies Skate Park, desired improvements include general upgrades, HVAC installation, interior drywall, painting, weather stripping, key-card access, wall rack installation, storage room improvements, lighting, cabinets and counters, roller door replacement, utility sink installation, ice machine, new office space features like windows and workstations, pro shop/check-in area upgrades, and restroom dividers and fixture replacement. All upgrades must meet current codes for accessibility and efficiency. Design tasks include project management and coordination, records research, and preparation of plans, specifications, and estimates. Milestone deliverables for plans, technical specifications, and opinion of probable cost are at 60%, 90% (pre-final), and 100% (final). Consultants must provide bid and design support during construction, respond to RFIs, prepare addenda, review bids and material submittals, assist in contractor selection, and prepare record drawings based on construction completion and contractor field redlines. They must also provide cost opinions, recommend value engineering if the scope exceeds budget, and maintain a close relationship with City staff throughout the project. Proposals must clearly address all items in the scope of work, include a detailed cost proposal, list relevant experience, identify key personnel, and follow the specified organizational format. Project Description The City is seeking Professional Consulting Design Services for the Lake Forest Sports Park Renovations (24P01); Etnies Skate Park Building Improvement (27F06) Project. The services are expected to be completed within three years from contract award. The City anticipates awarding a contract with an initial term of June 2, 2026 to June 1, 2029. The City will have the option, at its sole discretion, to extend the agreement for up to two (2) additional one year terms. If the parties are unable to reach an agreement, the City, at its sole discretion, will not move forward with the renewal option and shall re-procure the work.
