Contract 2026-01 includes but is not limited to site clearing and grubbing, storm drain construction, alley grading, concrete sidewalk and curbing construction, full depth pavement construction, pavement restoration, and other miscellaneous street and alley improvements. Bidders are required to submit one original and two copies of their sealed bid. A certified check or bank draft payable to the order of Borough of Lewisburg, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, must be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. The contractor must establish a 6.9% goal for female participation and a 1% goal for minority participation in the aggregate on-site construction workforce for contracts in excess of $10,000. Documentation of solicitations and commitments to minority and women business enterprises and Section 3 business concerns must be submitted with the bid. The contractor shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects where HUD or CDBG funding exceeds $200,000, the contractor must attempt to meet minimum numerical goals for Section 3 workers. All questions about the Bidding Documents must be sent in writing to PennCore Consulting in accordance with the Instructions to Bidders. Davis-Bacon and Related Acts apply. All bids are irrevocable for 60 days after the bid opening date, with the right to extend to 120 days if required. The Borough reserves the right to waive defects, accept any bid or combination deemed best, or reject any or all bids.
