Scope of Work: The required scope of services includes serving as City Engineer of Record for the city; overseeing capital project design and construction under the direction of the Public Works Director; providing infrastructure impact analysis; providing design and construction specifications for bidding and construction coordination of infrastructure improvements and maintenance projects; consulting with state and federal agencies having jurisdictional authority over city projects; performing engineering work related to property acquisitions, condemnations, public improvements, improvement districts, public rights of way, easements, code enforcement, annexations, and matters related to special assessment and public utilities; assisting with budgeting, planning, and rate studies; suggesting and commenting on engineering-related ordinance modifications, construction standards, and specification modifications; working with city staff, organizations, and funding agencies to develop funding proposals; reviewing or completing permits, applications, or agency notifications; serving as project manager for public improvements prepared by other engineers; reviewing preliminary and final design drawings for compliance and stamping as required; reviewing project construction sites for compliance; reviewing completed project sites and as-built documentation; reviewing and formulating updates to city master plans and feasibility studies; using subconsultants as approved; and performing additional engineering and special services as requested by the City. The City Engineer reports directly to the City Manager, and most work will occur via telephone, email, or teleconferencing. Instructions to Bidders: Proposals must be submitted in six hard copies in a sealed envelope clearly marked "Confidential: City of Creswell City Engineer or Record Proposal" no later than 3:00 pm on March 6. Proposals must be organized per the specified terms. Late, faxed, or electronically delivered proposals will not be considered. Questions should be submitted to the City Manager by 3:00 pm on March 3. The City reserves the right to seek clarification, negotiate, reject any or all proposals or cancel the RFP at any time, request additional information, and waive minor informalities. Proposals must include the name(s) authorized to negotiate and sign agreements, qualifications of individuals and staff, description of expertise in specific engineering areas, explanation of workload capacity, facilities, support staff, proof of required insurance, references, qualifications of subconsultants, written affirmation of nondiscrimination and drug-free policy, and confirmation of civil engineering licensure in Oregon. Proposals are at the sole expense of the proposer, and all submissions are subject to public records disclosure, except proprietary information as permitted.
