Collier County is seeking sealed bids for the construction of the NCRWTP RO Skid Rehab Project located in Collier County, Florida. Prospective bidders are required to register on the designated procurement portal. Once registered, parties may obtain a complete set of documents from the provided link. The Work in this Contract shall be performed by a membrane system supplier (MSS) that is an original equipment manufacturer (OEM) of membrane systems of at least 3,000,000 gallons per day capacity. B. The MSS shall have completed rehabilitation and modifications of an existing membrane system at a minimum of three municipal locations within the United States within past 10 years, one of which shall include the installation of new pressure vessels. C. The MSS shall utilize a qualified Programming subcontractor (Programmer), with experience modifying Allen-Bradley Variable Frequency Drives (VFDs) and iFix Human Machine Interface (HMI) Software. The Programmer shall have adjusted existing SCADA systems and VFDs at a minimum of five municipal locations, including at least one membrane system. D. The programmer shall achieve control objectives for the interstage pump VFD and bypass valve which are outlined in Division 26, Electrical and on the Drawings. E. The Electrical subcontractor shall have an electrical contractor license to work in the State of Florida and have experience installing electrical disconnects and control valves at a minimum of one municipal treatment or pumping installation. A. The completed Work will provide the County with Reverse Osmosis (RO) system improvements at the existing North County Regional Water Treatment Plant (NCRWTP). The Work is described below and as shown and detailed on the Drawings and in the specifications for all four of the RO Trains. B. The Project includes modifications, repairs, replacement of existing facilities and installation of new equipment in accordance with the following. C. Unless otherwise noted, the MSS, shall properly dispose of all items which are removed or demolished as shown on the Drawings or as required to facilitate the Work. BASE BID SCOPE: A. It is understood that the base bid scope includes work typical of and to be completed for each of the four RO trains and shown in the Drawings and outlined in the specifications. The routing, orientations, and sizes shown are intended to convey the concept, which is subject to field verification of existing conditions by the MSS prior to fabrication or purchase of materials. B. Membrane Removal and Installation: Removal and disposal of the existing membranes and the installation of the new membranes. The new membranes shall be installed per a predetermined loading plan based on the new membrane manufacturer wet testing results. C. Pressure Vessel Removal, Installation, Connections, and Structure: 1. Removal and disposal of the existing pressure vessels. 2. Provide and install new pressure vessels in a 45:18 skid array in accordance with the Drawings. 3. Replace all nuts and bolts with Type 316 stainless steel nuts and bolts for victaulic connections associated with stainless steel J-bends. 4. Provide and install new permeate PVC J-bends and use Victaulic-style couplings per Section 43 32 56, Reverse Osmosis System with Type 316 stainless steel fasteners. This includes coupling of all sizes on the RO system skids. 5. Provide and install stainless steel j-bends and connections to facilitate installation of the 45th Stage 1 Vessel. 6. Replace all existing skid frame hardware with new Type 316 stainless steel nuts and bolts. D. Feed, Permeate, and Concentrate Modifications: 1. Permeate: a. Remove and replace all permeate piping, including stainless steel permeate manifold piping at rear of skid with new PVC. See Drawings for new transition between stainless steel and PVC. b. Combined permeate piping terminates at the existing grooved connection near the front of the skid, as shown on the Drawings. c. Remove and dispose of valves on existing PVC permeate collection piping. d. Relocate existing stainless steel isolation valve on Combined Permeate Line. e. Relocate existing check valve on permeate to waste valve and actuator. f. Install vacuum breaker valve on permeate to waste line. g. Relocate existing check valve on permeate to waste line to location shown in the Drawings. h. Install new rupture disk and associated piping. i. All instrument, device, and element tubing shall be replaced. j. All existing instrumentation at the instrument panel shall remain in place. k. Provide manual means to release air at high points from ground level using a tap and 1/4 tubing with a V307 valve. l. Elements, Pressure Gauges, and other taps for instrumentation shall be relocated to facilitate new infrastructure, in accordance with the Drawings, manufacturer requirements, and approved Shop Drawings. m. Recertification and validation of differential pressure flow meters. 2. Concentrate: a. Remove and replace existing concentrate piping with Type 316 stainless steel pipe as shown on the Contract Drawings. b. Remove and replace four 6-inch concentrate valves. 3. Feed: a. Remove and replace four 6-inch feed valves. b. The valve on the discharge side of the feed pumps shall remain.
