Scope of Work: Provide quarterly and annual inspections for all City buildings with Wet Pipe Fire Sprinkler Systems and Fire Standpipe Systems. Perform a Five-Year test and certification on the automatic fire suppression systems that are due during the three-year contract period. All inspections, maintenance, and services must comply with NFPA 25 2025 Edition of the California Code of Regulations, as amended by CCR Title 19. Inspectors must use the official forms from the 2025 Edition; no other forms are acceptable. Contractors must email completed inspection forms within five days to the project manager or designee and upload all inspection forms to The Compliance Engine, paying all associated fees. Annual and Five-Year inspections require proper inspection stickers as per regulations. All inspections must occur within the first two weeks of the scheduled month: quarterly inspections in June, September, December, and March, with annual inspections performed in June and December (coinciding with those quarterly inspections). Five-Year testing and certification must be completed as outlined. The contractor must send inspection schedules to Facilities Leads at least one week before the inspections are due. Any deficiencies must be noted on the inspection sheet; minor repairs under $500 can be performed without prior approval, while repairs exceeding $500 require a proposal to Facilities Management within three days. Notifications to the local fire authority, Fire Communications Center, and any applicable Central Office Alarm company are required when conducting system testing and/or repairs. Facilities Management will notify all property occupants. Instructions to Bidders: Bidders must possess a valid State of California Fire Protection Contractor (C-16) license and a current Department of Industrial Relations (DIR) registration. Quotes must be submitted via the City’s electronic procurement system by the designated deadline. Bids must include all required signed documents, a completed Bidder’s Questionnaire, and use the forms provided. Any alternate or "equal" quotations must fully meet the intent of the mandatory requirements; the City reserves the right to reject alternatives. Bidders are solely responsible for the timely and complete submission of their bids. Bids may be withdrawn prior to the deadline. All addenda and clarifications become part of the requirements. The contract will be awarded to the lowest responsive and responsible bidder, determined by the total bid for three years. Contractors must provide required bonds and insurance, comply with prevailing wage laws, and submit certified payroll records as specified. Failure to comply may result in penalties or disqualification.
