This contract provides for the improvement of Perry Ave to construct pedestrian and bicycle facilities, grind and overlay the travel lanes, install stormwater improvements, and other work from NE Stone Way to Sheridan Road intersection, all in accordance with the Contract Documents. The engineers estimate ranges from $2,500,000 to $3,500,000. Bid proposals must be accompanied by a bid proposal surety bond payable to Kitsap County Department of Public Works in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into contract and furnish satisfactory performance and payment bonds within the stated time, the bid proposal bond shall be forfeited. All proposals or bids must be completely sealed in a separate envelope, properly addressed with the bidders name, address, and the project name plainly written on the outside. Bidder must acknowledge receipt of all addendums. The successful bidder must submit a photocopy of their current Washington State Contractors Registration. Failure to include all items may cause the bid to be considered irregular and rejected. Bids received after the time set for the opening of bids will not be considered. Kitsap County reserves the right to award the bid in a manner and on a basis which best serves the County, considering the Bidder Responsibility Statement and requirements of the WSDOT/APWA Standard Specifications and Contract Provisions. The award, if made, shall be to the responsible bidder submitting the lowest responsive bid, based on the total sum of the extension of unit prices for the bid items. *The value for this project is based on a financial range.
