(MBE/WBE/DBE): Minority Business Enterprise (MBE/DBE) - 4.2 percent; Women Business Enterprise (WBE/DBE) - 4.5 percent; Total minimum Disadvantaged Business Enterprise (DBE) - 8.7%. The work consists of constructing, complete with all equipment and accessories, gravity and low-pressure collection system extension, and a pumping station and force main in accordance with the bidding documents previously prepared by GHD Inc. Sealed bids are required for the construction contract, and all work is to be completed within 880 calendar days for substantial completion and 930 calendar days for final completion. Bidder must provide one qualification statement each for sewer, pumping station, and paving experience as part of the bid. Bidders must have completed at least five projects for municipal clients within the last 10 years, including two on Cape Cod. Projects must include at least two wastewater collection system projects with at least 10,000 linear feet of new sewer (gravity and low pressure) installation, and at least two projects with a similar size wastewater pumping station. The bidder or their subcontractor must also have completed at least three projects on municipal or state roadways within the last 5 years, including a minimum of 20,000 linear feet of roadway final pavement. Proof of Licensed Utility Installer status with the Town of Chatham, MA is required. A bid security equal to 5% of the maximum bid price is required. The successful bidder must provide a 100% Performance Bond and a 100% Payment Bond. Bidders must certify bids were prepared without collusion and meet all requirements specified, including compliance with Massachusetts Clean Water Trust, Department of Environmental Protection Diesel Retrofit Program, "Build America, Buy America Act," and American Iron and Steel requirements. The Town reserves the right to waive informalities or reject any or all bids. Minimum wage rates as determined by Massachusetts and Federal law apply. Minority, Women, and Disadvantaged Business Enterprise (MBE/WBE/DBE) fair share goals must be met, with MBE/DBE at 4.2%, WBE/DBE at 4.5%, and total DBE at 8.7% of the contract value. The contractor must provide periodic reports of contract dollars paid to these categories and require similar reports from subcontractors.
