Roof Replacements for Noblesville East Middle School and Hinkle Creek Elementary School - Roofing Roof replacements are required for Noblesville East Middle School and Hinkle Creek Elementary School. Proposals must include all labor, material, and services needed to complete the project in full accordance with the Construction Drawings and Project Manual. Prime bidders and their subcontractors must be certified and in compliance with Indiana General Assembly's House Enrollment Act #1019. Where trade names, brand names, or manufacturer's names are referenced, they are for establishing kind and quality only, not for limiting competition. Substitutions of equivalent items are permitted if written approval is obtained from the Architect/Engineer prior to the bid opening and requirements in the Instructions to Bidders are followed. All bids must be submitted on the required Bid Form and Indiana State Board of Accounts Form No. 96 (revised 2013), with financial data and a signed Affidavit of Non-Collusion. Bids must be in a sealed envelope, marked with the bidder's name and address, and clearly identified for the roof replacement project. Each bid must be accompanied by bid security of five percent (5%) of the base bid, either as a certified check or bid bond. The successful bidder must provide a 100% Performance Bond and Labor and Material Payment Bond equal to the contract price.
