Demolition, site work, paving and new construction of a mixed-use development in Post Falls, Idaho. Completed plans call for the construction of a playground / park / athletic field; playground / park / athletic field; and playground / park / athletic field.

As of April 03, 2026 this project has not yet been awarded. A timeline for the award has not yet been established. Separate sealed bids will be received for the construction of The Quarry Sports Complex, Phase I Project. Work is generally described as follows (see Bid Schedule for additional details): Schedule A – Base Bid: Complete construction including, but not limited to: site preparation and mobilization, survey and staking, clearing and grubbing, select demolition of site improvements, site grading and excavation, imported structural fill, excess material, fine grading, erosion and dust control, construction entrance, geogrid fabric stabilization, retaining wall, parking lot signage and construction, sidewalks with integral color plaza, site amenities such as bike racks, irrigation system with pump station and controllers, landscaping (plants, turf, grasses, soils, mulches), sanitary sewer and storm water facilities. Schedule B – Base Bid: Complete construction including, but not limited to: complete construction of a restroom and shelter building, chain link fencing with gates and accessories, concrete mow strips, bollards, tree grates, benches, metal site signage, trash receptacles, mutt mitt dispensers, waterline piping (C900 and HDPE), valves, fittings, accessories, fire hydrants, drinking fountain, water service point of connection, power and low voltage site utilities, site feeders and circuiting, distribution equipment, electrical trenching, site lighting, and controls. Alternates to be included in Bid Schedule B: - Alternate A: Playground equipment and safety surfacing construction. Base bid includes clearing, placing planting soil, hydroseeding, preserving the area, installing utilities, irrigation, maintaining hydroseed, and extending irrigation to future valve locations. Alternate work includes full construction of playground equipment and surfacing, curbs, sidewalks, landscaping, irrigation, grading, and adjacent landscape preparation. - Alternate B: Pickleball courts and basketball court construction. Base bid includes preserving existing improvements and extending utilities and irrigation. Alternate work includes full sport court construction, surfacing, fencing, and associated landscape and irrigation development. - Alternate C: Poured-in-place playground protective surfacing (dependent on acceptance of Alternate A). Alternate work includes subgrade, specific curbing, and installation of poured-in-place surfacing as indicated in the drawings and specifications. Instructions to bidders include: All bidders must attend a mandatory pre-bid meeting. A 5% bid guaranty is required. Separate performance and payment bonds, each for 100% of the contract amount, will be required. Bidders must provide all required information as specified. Portions of the project are federally funded and subject to the Build America, Buy America Act and related requirements. Contractors and subcontractors must have a current Public Works Contractor license in the State of Idaho. The city affirms non-discrimination requirements and will ensure full opportunity for disadvantaged business enterprises to submit offers. The owner reserves the right to reject any and all bids, waive informalities, negotiate contract terms with the successful bidder, and disregard non-conforming or conditional bids.
