Site work and paving for a road / highway in Penn Yan, New York. Completed plans call for site work for a road / highway; and for paving for a road / highway.

This project generally consists of removing 18 existing variable frequency drives and replacing them with a new VFD, with an alternate to add 4 new drives. The contract will require the contractor and subcontractors to pay prevailing wage rates as a minimum in accordance with the current State Wage Rate Schedules. Each proposal must be accompanied by a certified check or bid bond in the amount of five percent (5%) of the total maximum proposal price for the contract in the form and subject to the conditions provided in the Contract Documents. Proposals must be submitted in a sealed envelope clearly marked with the project name. The Owner reserves the right to waive any informality in the proposal, and to reject any and all proposals. Questions regarding the bidding of this project shall be directed, in writing only, to Joe Reed, Yates County B&G Superintendent at joe.reed@yatescountyny.gov . Question Deadline 03/20/2026 Any inquiries, suggestions or requests concerning interpretation, clarification or additional information pertaining to this bid solicitation shall be in writing and submitted to the Buildings and Grounds Department at least three (3) days prior to the scheduled bid opening The projects will be done in such a way to reduce down time in the areas served by the Air Handling Unit drives. The time frame and daily operations of the contractor for the projects will also have to be coordinated with the County for continuity of operation. Locations-County Office Building (COB) & County Courthouse (CH) 1. Description a. This specification covers the complete Variable Frequency Drive (VFD), and shall be designated "VLT FC102" or approved equal. b. The drive manufacturer shall supply the AC drives and all necessary controls as herein specified. The manufacturer shall have been engaged in the production of this type of equipment for a minimum of fifteen years. B. Quality Assurance 1. Referenced Standards: a. Institute of Electrical and Electronic Engineers (IEEE) 1) Standard 519-1992, IEEE Guide for Harmonic Content and Control b. Underwriters laboratories 1) UL508 2) UL508C c. National Electrical Manufacturer's Association (NEMA) 1) ICS 7.0 AC Adjustable Speed Drives d. International Electro technical Commission (IEC) 1) EN/IEC 61800-3 e. National Electric Code (NEC) 1) NEC 430.120, Adjustable-Speed Drive Systems 2. Testing a. The VFD shall have undergone extensive testing from design to deployment. This testing includes highly accelerated stress testing in extreme temperatures, vibration, and humidity as well as current and voltage variations. b. All printed circuit boards shall be completely tested and burned-in before being assembled into the completed VFD. All testing and manufacturing procedures shall be ISO 9001 certified. Test reports for each drive supplied shall be available upon delivery. 3. Qualifications a. VFDs and options shall be UL508 and cUL listed as a complete assembly. The base VFD shall be UL listed for 100 kA SCCR. b. The VFD assembly including bypass if specified, shall be seismically certified and labeled in accordance with the 2012 International Building Code (IBC).c. The base VFD shall conform to the European Union Electromagnetic Compatibility directive and CE requirement. The VFD shall meet EN 61800-3 for the First Environment restricted level (Category C2). d. All enclosures, UL Type 1 and Type 12 (with or without an integral disconnect) shall have the same footprint. 4. Submittals a. Submittals shall include the following information: 1) Outline dimensions, conduit entry location and weights 2) Customer connection and power wiring diagrams 3) Complete technical product description include a complete list of options provided Variable Frequency Drives 1. The Variable Frequency Drives (VFDs) shall be solid state, with a minimum 6-Pulse Width Modulation (PWM) output. The VFD package as specified herein shall be enclosed in a Type 1 enclosure, completely assembled and tested by the manufacturer. The VFD shall employ a full wave rectifier (to prevent input line notching), capacitors, and Insulated Gate Bipolar Transistors (IGBT's) as the output-switching device. The drive efficiency shall be 97% or better at full speed and full load. Displacement power factor shall be no less than 0.98 at all speeds and loads. 2. All VFD provided shall have the following: a. Input voltage 208-240, 380-480 +/- 10% of the nominal voltage. 3. VFDs shall be capable of continuous full load operation under the following conditions: a. Voltage tolerance + or - 10% of specified line voltage. b. Output Frequency 0 to 150 Hz. Operation above 60 Hz shall require programming changes to prevent inadvertent high-speed operation. c. Environmental operating conditions: 0 to 40C, 0 to 1000 meters above sea level, less than 95% humidity, non-condensing. d. Enclosure shall be rated UL Type enclosures or as specifically mentioned elsewhere.
