The City of Lewisburg is seeking the services of a consulting engineer to evaluate its water system, including but not limited to distribution capacity, rehabilitation or replacement of existing aging infrastructure, extension opportunities, and other potential system improvements which may be pursued in multiple phases. The required services include: (1) preparation of preliminary engineering reports, (2) design and preparation of construction drawings, bid specifications, and bid documents, (3) evaluation of bids received and recommendation of award, (4) monitoring and observation of construction activities to ensure compliance with plans and specifications, (5) review and approval of contractor's pay estimates, and (6) any other necessary services for project implementation. Bidders must submit proposals detailing their qualifications, technical expertise, management and staffing capabilities, and related prior experience. The selection process will emphasize technical qualifications and experience. All work must comply with all applicable laws, rules, and regulations and fulfill the requirements of State and/or Federal funding, including compliance with the Uniform Relocation Act, Title VI of the Civil Rights Acts of 1964, President's Executive Order No. 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement, and Access to Records provisions, as well as Minority/Women-Owned Business Enterprise and Affirmative Action requirements. Positive efforts must be made to subcontract to Minority/Women-Owned Businesses where applicable, following the six affirmative steps outlined in 40 CFR 33.240. The contract will be awarded to the responsible offeror whose proposal is within a competitive range and determined to be most advantageous to the City of Lewisburg, considering price and other factors.
