The scope of the project is to improve the airfield lighting system and install new navigation aids at designated locations at the Braxton County Airport, outside Sutton, West Virginia. The Base Bid consists of removing and installing new LED runway edge and taxiway edge lights. Additive Alternate No. 1 includes removal and installation of new airfield guidance signs. Additive Alternate No. 2 includes removal and installation of new precision approach path indicators (PAPIs). Additive Alternate No. 3 includes removal and installation of runway end identification lights (REILs). The project also includes mobilization and any appurtenances required for a complete project as detailed in the plans and specifications. Each bidder must purchase at least one set of the bidding documents to be included on the Engineer's official bid register. Bids from those not on the official register will be declared non-responsive. Bids must be submitted using a two-envelope system: a sealed main envelope containing the Bid Bond, WV Contractor's License, Contractor's Statement of Qualifications, and all other necessary documents per the bid opening checklist, and a separate sealed envelope inside marked "Bid Proposal" with the completed and signed bid form. Required documents must be included in the main envelope, or the bid will be considered non-responsive and returned. Bids must be accompanied by a certified check or bid bond of at least five percent (5%) of the total bid amount. Bids must comply with federal requirements regarding use of steel and manufactured goods, Buy American certification, and other federal contract provisions. Bidders may not withdraw bids for 150 days after the bid opening. Question Deadline 03/31/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Construction Time Limits – The Contractor will be required to achieve Substantial Completion within 60 calendar days and final completion and readiness for final payment within 90 calendar days of the effective date of the Notice to Proceed.
