All bids must be submitted to the Director of Public Works, with the bid envelope distinctly indicating the bidder's name and address, contract number, and title of work. Bids must be on the provided proposal forms without alteration or unsolicited information. Each bid must be accompanied by a certified check or bid bond for at least five percent of the total bid as a guarantee of contract execution, performance bond, and insurance filing within ten days after contract award. The city reserves the right to reject any or all bids, waive informalities, or accept the bid most advantageous to the city. No bid may be withdrawn for thirty days after opening.
