As of April 29, 2026, the project was awarded to George Gildner, Inc. , with an awarded amount of $1,790,874.27. The City of Bloomington, Illinois is accepting sealed bids for the FY 2027 Sidewalk, Curb and Gutter Replacement Program. The program involves replacement work on sidewalks, curbs, and gutters. For all public works projects estimated in excess of $50,000, a project labor agreement is generally required, unless determined otherwise based on criteria such as cost, efficiency, quality, safety, timeliness, skilled labor force, labor stability, and the City's policies for advancing minority or female-owned businesses, or those utilizing minority and female workers. Project labor agreements must comply with the economic standards of the Illinois Prevailing Wage Act and must not require union membership or fair share payment by contractor's employees. These agreements are not required for contracts related to private business development activities. Questions Due to City:March 20, 2026, 2:00pm Deadline for submitting questions to the City. All questions need to be submitted through online Anticipated Award Date:April 27, 2026 A pre-bid meeting/site visit will not be held for this solicitation. It is highly suggested that interested parties understand the requirements of the solicitation before submitting a response. The City of Bloomington reserves the right to reject any and all bids and to waive technicalities. The City of Bloomington requires all Bidders/Consultants doing business with the City not to discriminate on the basis of race, age, color, religion, gender, ancestry, national origin, marital status, mental or physical disability unrelated to ability, familial status or sexual orientation. Bid must be accompanied by a Bid guaranty which shall not be less than ten percent (10%) of the amount of the Bid. Bid guaranty may be a cashier's check, money order, certified bank check, or a surety bond. All guaranties, except surety bonds, will be deposited and reimbursement checks and surety bonds will be issued to unsuccessful bidders following the bid award. The successful bidder will be required to provide Performance and Payment Bonds in the amount equal to 100% of the contract price, within ten (10) business days after the bid award. Contractors shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Prevailing Wage Act (820 ILCS 130/1-12) including Public Act 100-1177 effective June 1, 2019. Bids may not be withdrawn for a period of 90 days after the bid opening date. This project consists primarily of the following major work items: 1. Approximately 43,938 SQ FT Sidewalk Removal 2. Approximately 35,043 SQ FT P.C.C. Sidewalk 4" 3. Approximately 9,726 SQ FT P.C.C. Sidewalk 6" 4. Approximately 1,138 SQ FT P.C.C. Sidewalk 8" 5. Approximately 3,752 SQ FT Sidewalk Reinforcement, Special 6. Also includes curb and gutter replacement, sidewalk ramps, allowance pay items, and other items. The proposed improvements for the additive alternate bids include removal and replacement of midblock sidewalk, combination curb and gutter, installation of sidewalk reinforcement, the placement of topsoil and seeding, and other items.
