Contract Documents and Drawings may only be obtained from a specified Onedrive site, with prospective bidders needing to contact Sharon Millhouse of C&S Engineers, Inc. to be recorded on the plan holders list. Proposals not from recorded plan holders are considered non-responsive. After award, the low bidder must be prepared to hold bid prices for the anticipated construction start date of September 20, 2026, weather dependent. Execution of the contract depends on the receipt of an FAA grant offer, anticipated in September 2026. No price escalation in unit bid items is allowed; contractors must consider this when preparing bids. Each proposal must be accompanied by a certified check or bid bond for 5% of the total proposal price. Requests regarding the project must be made in writing by email and received at least seven days prior to bid opening. Any supplemental instructions will be provided in written addenda no later than seventy-two hours before bid opening and must be acknowledged by the bidder. A pre-bid conference is scheduled, and all prospective bidders are required to attend. The Owner reserves the right to waive any informality in the proposal and to reject any or all proposals.
