Construction Materials Testing and Special Inspection Services for Gaston College's construction of a new Health Science Education and Simulation Center. Electronic bids are not permitted for this solicitation. Please submit according to the instructions outlined in the attachments. All questions should be directed to Mack Millen via email. Contacting any other sta faculty of Gaston College will be basis for disqualification. Letters of Interest, qualifications statements, and SF-254 will be received for construction materials testing and special inspections for the new 80,000 sf Health Science Education and Simulation Center at the Dallas Campus of Gaston College in Dallas, NC. The facility will consist of one stand alone facility adjacent to the existing David Belk Canon Building. The project will be constructed by Shelco and delivered via CM at Risk. Work included but not limited to the following services, and all work shall be performed in accordance with the project specifications and plans: Special Inspections: "Special inspections" means detailed inspections of materials, installation, fabrication, erection or placement of components and connections requiring special expertise to ensure compliance with construction documents and referenced standards as per Section 1704 of the NC State Building Code. Individuals providing inspections shall meet the following minimum criteria of certification and/or documented experience. Work experience must be related to the field for which the inspector is being utilized. Work experience may be gained by working for an inspection/testing agency, an engineering firm, or a contractor as a technician, inspector or engineer. 1. During Pre-construction Phase a. Provide Owner an estimated fee to provide special inspections. b. Participate in preconstruction meeting. 2. During Construction Phase a. The Special Inspector shall provide all inspections outlined in the scope as defined in the Statement of Special Inspections. The SI may retain the services of other qualified Agents of the Special Inspector (Agents) to conduct particular inspections and tests. The Special Inspector shall provide and distribute all field reports as agreed upon in the preconstruction meeting. E inspections. orts shall be made to avoid duplication of b. Administer special inspection process. The SI is responsible for managing and coordinating the e orts of the various agents. c. Adhere to and follow all requirements of Chapter 8 of the State of North Carolina Department of Administration State Construction O ice Special Inspections Guidelines. d. For simple deficiencies discovered, the Special Inspector shall immediately inform the Contractor of the deficiency. The SI makes a record of the deficiency and a record of the corrective actions taken in the Discrepancy Notice. e. For complex deficiencies, the SI immediately informs the Contractor, the remainder of the Design Team, and the Owner of the complex deficiency in the Discrepancy Notice. The SI must be present during the remedial actions with the frequency assigned to the original inspection requirements. Upon completion of any remedial actions, the SI notifies the Designer and the Owner that the work is ready for reevaluation. f. SI shall keep separate his time spent to review corrected deficiencies. Owner's special inspection costs incurred after identification of the initial deficiency will be reimbursed to the Owner by the Contractor at the conclusion of the project via deductive change order. g. The Special Inspector shall attend monthly meetings during phase of construction special inspections are required. h. The qualifications of all personnel performing special inspections and testing activities are subject to the approval of the Building O icials. The credentials of all inspectors and testing technicians shall be provided prior to starting any work and submitted to the Authority Having Jurisdiction for approval. i. j. Special inspections shall be in accordance with the project specifications and plans. Special inspections shall include but are not limited to the following: i. Soils and foundations ii. Shallow foundations iii. Controlled structural fill iv. Cast-in-place concrete v. Reinforcement installation vi. Structural steel vii. Fabricator certification verification viii. Metal certification verification ix. Bolting x. Welding xi. Masonry
