The City of Thomson is seeking a qualified contractor to investigate and record service line materials for its Lead and Copper Rule Service Line Inventory. The contractor shall employ soft dig techniques to pothole at the water main and identify connector material where feasible without removing existing pavement or sidewalk. The contractor is responsible for furnishing all materials and equipment and performing all necessary labor to pothole and identify existing service line materials on approximately 5,560 metered services. The contractor will also identify connector materials when feasible or requested. Data entry into ESRI's ArcGIS Online (AGOL) GIS platform must be done using an iOS or Android mobile device provided by the contractor, following instructions from the Owner and Engineer. The work must be completed within 120 consecutive calendar days in accordance with the specified plans and specifications. All bids must be submitted electronically through QuestCDN.com. Bidders must complete the Qualifications of Bidder form and provide proof of the appropriate Georgia Utility Contractor license. Bids must include a bid bond or certified cashiers check for at least 10% of the base bid, and performance and payment bonds equal to 100% of the contract price will be required. Compliance with the Build America, Buy America Act, Davis-Bacon Labor Standards, DBE Subcontract requirements, and the Georgia Security and Immigration Compliance Act is required.
