The City of Thomson and McDuffie County Board of Commissioners is seeking a qualified aviation consulting firm to provide professional on-call planning and environmental services in connection with the Airport Capital Improvement Plan at the Thomson-McDuffie County Airport. The selected consultant will enter into a Master Agreement for a five-year period and negotiate individual work authorizations/task orders for services based on the scope of work. The scope of work may include, but is not limited to: airport system/master planning, airport noise compatibility planning, environmental assessments, airport data collection/facility inventories, aviation forecasts and demand/capacity analyses, facility requirements determination, airfield modeling for capacity and delay, airport layout and terminal area plan development, compatible land-use planning in the vicinity of airports, airport site selection studies, airport financial planning and benefit cost analysis, and other airport-related engineering work as deemed necessary. Projects are limited to those in the attached project list and may be accomplished over multiple years, task orders, and Federal and State grants. Responding firms/teams must possess a current pre-qualification by the Georgia Department of Transportation in Area Classes No. 1.08 Airport Master Planning. Four copies of the Statement of Qualifications are required, not to exceed 25 pages excluding tabs and a cover letter, and should be delivered in a sealed envelope or box clearly marked as specified. Statements received after the deadline will not be considered. The submission must include team description, organizational chart, resumes, relevant experience, proximity to the airport, references, regulatory familiarity, and summary of workload. No overhead rate, fees, or cost information should be included in the submission. All questions must be addressed to the designated point of contact. Any contact with City or County Board Members or Airport employees outside the designated contact will result in immediate disqualification.
