Contractor shall provide the design, supply, supervision, and execution of a jacking and sliding system for the removal of one (1) power transformer and installation of one (1) power transformer at Substation SS136 GP in Toledo, Oregon, and the transport of one unit to Newport, Oregon. Transformer units weigh between 90,000 and 125,000 pounds. The work will be performed within an operational (energized) high-voltage electrical substation. All installations shall comply with District specifications. Certain materials will be provided by the District. Project access and work requirements will be subject to GP rules and regulations. A mandatory pre-bid meeting and site walkthrough will be held at the date and time specified in the solicitation documents. Attendance at the pre-bid meeting is required in order for a bidder to submit a bid. Contractors requiring printed copies of the bid documents must notify the Purchasing Department by email at least twenty-four (24) hours prior to the pre-bid meeting. In order for a bid to be considered for award, bids must comply with applicable Oregon Revised Statutes, including ORS Chapter 279C, governing public improvement contracting. Each bid must contain a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120. The District may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject any or all bids upon a finding that it is in the public interest to do so. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
