Provide Professional Consulting Services for the design of repairs and maintenance deemed necessary for Shiawassee Dam No. 1819. Consulting services shall include all necessary investigation, design, and engineering by all applicable disciplines to complete the scope, which includes: • Site/civil: surveying, grading, dam evaluation (overtopping, seepage, slope stability, structural, etc.), EGLE permitting, soil erosion and sedimentation control, soil borings as deemed necessary, etc. • Project Management: cost estimates, project coordination/phasing/scheduling, QA/QC, meetings (typically at least twice a month), construction administration (RFI support, submittal review, site visits for verification and final punch out, as-builts incorporating contractor redlined drawings, submission of AutoCAD files and shapefiles for use with ARCGIS). Include itemized reimbursables (allowance amount where necessary) for additional subcontracted services: survey, special inspections, geotechnical, etc. Soil compaction shall be included with construction administration, Phase 700. Planned Phases: - Phase 100 Study: Short review and extension from the EGLE report to better define extent of repair work, including detailed investigation of outlet conduits using camera inspections or similar and investigation of scour erosion at control structures. - Phase 300 Schematic Design: Development of repairs at areas of concern, may include topographic surveying to develop repair plans with reviews at 50% and 100%. - Phase 500 Final Design: Complete final design plans and specifications, including EGLE permitting (dam, floodplain, wetlands, inland lakes, and streams), with reviews at 50% and 100%. Review and update O&M plan for facility staff. - Phases 600 & 700 Construction Administration: Oversight of repairs based on EGLE report. Fees for these phases will serve as initial estimates and are expected to be updated and contracted later when final scope is determined. Instructions to bidders: - Proposal responses must be uploaded to SIGMA VSS with the total cost for all phases as the bid amount. Include the complete proposal (Parts I and II) with signed forms. - Combine technical and cost proposals into one attachment not exceeding 25Mb. - Do not wait until just before the 2:00 p.m. solicitation deadline to submit proposal, as SIGMA VSS will not allow late submissions. - If experiencing submission issues, contact the SIGMA Help Desk for assistance prior to the deadline. - If requested to email a proposal, get DCD approval and ensure submission is received prior to the deadline to be considered responsive and responsible. - Responses should not be emailed to the Project Director.
