Water System Improvements are to be performed in the City of El Reno, Oklahoma, under Contract No. 19750 CDBG 23. The work consists of installing approximately 1593 linear feet of 6" PE SDR 11 waterline by directional bore, 11 6" gate valves and boxes, 6 fire hydrants, 17 single short services, and 15 single long service. Bids must comply with federal labor standards, HUD Section 3 training and employment goals for lower-income residents, Section 109 non-discrimination, non-segregated facility certification, Executive Order 11246 Equal Employment Opportunity, encouragement for Minority- and Women-Owned Business Enterprises, Treasury Department bond requirements, SAM.gov registration, and Build America, Buy America Act (BABA) requirements for iron and steel. Contractors must obtain plans and specifications from the Engineer and be registered on the Engineer's bid list to be eligible. Submissions must be received at the designated office by the specified time; late, faxed, telephoned, or electronic proposals will not be considered. The owner reserves the right to reject any or all bids, waive irregularities, and make the award in the owner's best interest; contracts are to be awarded to the lowest, responsive, and responsible bidder under the Oklahoma State Competitive Bidding Act of 1974 as amended. *The value for this project is based on a financial range.
