The City of Elk Grove is seeking proposals from qualified Contractors for Landscape Maintenance Services (OM2609). Contractors must provide services as needed, respond promptly to demonstration requests, and proposals will only be accepted from Contractors typically engaged in providing these services. The City may inspect Contractors' facilities, personnel, and organization to determine their ability to perform, and reserves the right to interview any or all respondents. Services must comply fully with RFP terms, and payment is contingent on review and acceptance by the City. If awarded, the Contractor should provide similar services to other governmental agencies upon request, if capacity allows. The contract will have an initial three-year term with two one-year extensions at the City's option, not to exceed a total of five years. Rates are firm for the initial term, and any rate adjustment for extensions is limited and subject to CPI changes. Contractors must submit proposals electronically in ADA-compliant PDF format by the specified deadline. Proposals must include a technical proposal and separate pricing. Only proposals received before the deadline will be considered. The City reserves the right to accept or reject any or all proposals and may award the contract based on qualifications and the best interest of the City, not just the lowest price. Contractors must be registered and in good standing with the California Secretary of State and the Department of Industrial Relations within 14 days of notification of intent to award. Compliance with California Labor Code, including prevailing wage and apprenticeship requirements, is mandatory. Required licenses include a valid California C-27 Landscaping Contractor License, Qualified Applicator License, Pest Control Business License, and City of Elk Grove Business License. All payroll records must be maintained and made available for inspection, and Contractors must use the City's designated electronic payroll system. A performance bond equal to 100% of the contract value may be required. Contractors must explain ongoing service and support procedures and ensure proposals are valid with no cost increases after submission. Local vendor preference may apply if eligibility requirements are met.
