The project will develop a vision and a clear, understandable development concept plan based on current realities, expectations, and future aspirations for the Lacombe Regional Airport. The plan will describe functional areas and the sequence of development for any additional land uses on the airport lands. It will include a framework for implementing the development concept, ensure public engagement, encourage compatible, orderly, and efficient growth, address noise measurement and abatement, and identify buffer zones and areas for future growth in accordance with the City of Lacombe Intermunicipal Development Plan. The plan aims to ensure a high-quality built environment by identifying the best use of facilities and land, promoting co-location of compatible services, and achieving high building standards and design guidelines. Additional complementary land uses (such as residential suites in hangars, recreational, commercial, and industrial uses) will be identified. The project will provide engineering assessments for transportation system management, access points, emergency routes, infrastructure and utilities, and required municipal reserves, rights-of-way, easements, public accesses, and amenities. It will address upgrading current servicing to hangar lots, compatibility with surrounding land uses and the residential community, and provide environmental or geotechnical analysis such as bird/animal control, natural vegetation, soil contamination, and reclamation. The intent is also to create a springboard for an economic development strategy to identify and measure potential impacts and benefits of the airport, create marketable lease spaces, promote complementary uses, and ensure harmony between airport operations and adjacent residential communities.
