Site work for a water / sewer project in Eagle Mountain, Utah. Completed plans call for site work for a water / sewer project.

Eagle Mountain City is requesting proposals for the Eagle Mountain Well 1 Culinary Water Pipeline Project. The work includes connecting to the existing 16-inch water line from well 1, extending a new PVC waterline south to Pole Canyon Road, and east to Lake Mountain Road for connection to another 16-inch waterline. From Lake Mountain Road, the 16-inch line will continue south approximately 850 feet and include an 8-inch water line connection to an existing development on the east. An existing 10-inch water line will be disconnected and abandoned in place. Sealed bids are required and must include a 5% bid bond of the total project amount, insurance verification, and, upon contract award, a 100% performance bond and a 100% payment bond. Late bids will not be considered. Bids are to be opened and reviewed after the deadline, with results posted and notifications sent via email. The chosen vendor must submit the remaining required documentation with the signed contract. Contact information and a cover letter with the bidder's name and email address are requested for bid notifications. Question Deadline 03/25/2026 at 5:00 PM MT - Questions arising subsequent to the issuance of this RFP shall be submitted in writing through the State of Utah's online procurement portal. Questions and Answers Posted March 26, 2026 1. MOBILIZATION AND DEMOBILIZATION (Bid Item No. 1) a. Measurement and payment for mobilization will be made on a lump sum basis. b. Payment Covers: Mobilization; demobilization; videotaping site conditions prior to construction; temporary facilities; temporary utilities, security and protection, construction support, following existing safety regulations, providing a full time superintendent and obtaining all bonds, insurance and any additional permits and fees not already obtained by the OWNER, construction fencing, traffic control, public outreach, coordination, clearing and grubbing, SWPPP and implementation of erosion control, quality control and testing of materials, preparation of project schedule, project identification sign, construction survey and layout, final cleanup and project closeout, and all other items not specifically called for in any other Bid item or called for in the Drawings and Specifications or is customary, incidental or appurtenant to performance of a complete project. CLEARING AND GRUBBING, EARTHWORK (Bid Item No. 2) a. Measurement: Measured and paid for on a per square foot basis based on the actual measured area in the field as calculated by the City or Engineer. b. Payment Covers: Costs associated will all labor, materials, and equipment required to clear and grub the pipeline alignment; remove existing trees, bushes or stumps; strip and stockpile existing topsoil; dewatering; excavation and backfill in accordance with the requirements of the Contract Documents. c. Re-installation of topsoil after waterline has been installed is covered under separate bid item. 3. 16" and 8" PVC C900 DR-18 PIPE (Bid Item Nos. 3 & 4) a. Payment covers the cost to purchase and install the piping per the plans. No additional payment shall be granted for pipe measurements already shown on the contract documents. Contractor shall include price to install the waterline based on horizontal projected length of pipe taking into account vertical changes in grade. b. Quantity of materials shown on the bid schedule may be higher than the quantity shown on the drawings. Measurement is based on the field measured installation along the centerline of pipe from end of pipe to end of pipe as shown on the construction documents to the nearest foot with no reduction in length because of valves and fittings as indicated on the construction documents. Measured and paid for on a linear foot basis. 16" BUTTERFLY VALVE AND 8" GATE VALVE (Bid Item Nos. 5 & 6) a. Measurement: per each. b. Payment covers the cost of the installing a new resilient wedge gate valve, 2-piece cast iron valve box, valve cover, gaskets, bolt, nuts, wax taping and poly-ply wrapping all exposed fittings, pressure testing and disinfection of valve; bedding and backfilling, compaction of material per specifications. ASPHALT PAVEMENT (Bid Item No. 8) a. Measurement: Measured and paid for on a per square foot basis based on the actual measured area in the field at the 4" thick design thickness as calculated by the City or Engineer. b. Payment shall constitute full compensation for the cost of all labor, materials, and equipment required to furnish and install 1/2 inch asphalt pavement. Payment shall include but not be limited to; preparation of the existing surfaces for asphalt; saw cutting; sweeping surfaces clean; marking locations of existing manhole covers, water valve covers, and monument covers; applying tack coat; asphalt binder, aggregates, hydrated lime, and other additives required by specifications. Payment also includes satisfactory compliance with roughness test. c. Mix design shall not include RAP over 15 percent by weight. Asphalt content shall not be less than 5.5%.
