Each bid must strictly conform with and be responsive to the contract documents as defined in the General Conditions. The owner reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. Each bidder shall submit a list of designated subcontractors as required by the Subletting and Subcontracting Fair Practices Act. Each bidder’s bid must be accompanied by one of the specified forms of bidder's security in an amount not less than ten percent of the total bid price. It is mandatory upon the contractor awarded the contract and any subcontractor to pay not less than the general prevailing rate of per diem wages in the locality for each craft or type of worker needed. A contractor or subcontractor must be currently registered and qualified to perform public work. Specific prequalification is required for certain license classifications. Payment and performance bonds in the amount of 100% of the contract amount are required. Bidders must also strive to meet goals relating to participation by Disabled Veteran Business Enterprises of three percent or make a good faith effort in respect thereto and report actual participation at the conclusion of the project. Any request for substitutions must be made using the specified form in the contract documents at least seven business days prior to the bid opening date. Bidders should review the required timing for approval, manufacture, delivery, installation, and other work set forth in the agreement form before submitting a bid.
