A timeline for the award has not yet been established.** Reference Number 0000417204 Source ID PU.AG.USA.2374.C20355526 Piggyback Contract Yes El Paso County is soliciting responses from qualified, experienced contractors to provide all labor, materials, and equipment necessary to complete phases of the HOMESTEAD RANCH REGIONAL PARK TRAIL RESTORATION PROJECT 2026. The material and labor services to be purchased pursuant to this RFP are funded by El Paso County. - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % Question Deadline 04/01/2026 at 10:00 AM MT Questions are submitted online Yes 1.1 The Contractor shall provide construction management, inspection, and materials testing services for the construction of the Project as summarized in the bullet points below. o Experience: Submitting Contractors shall have a minimum of three (3) years of experience and operational requirements. Provide an experienced project manager, inspectors / testers, operators, and other field / support staff with a minimum of three (3) years of experience for each role. o Schedule, attend, and provide project updates for all meetings. Meetings shall be held in a manner and on a schedule determined by the Project Manager. o Coordinate with utility companies for locates as needed. o Review the project site with the County project manager and develop a site plan for trail renovation efforts, drainage improvements, and material quantities. The site plan shall encompass all aspects of the project to successfully complete the Homestead Ranch Regional Park Trail Restoration Project 2026. Site Plan contents, including but not limited to items such as: o Drainage and erosion control solutions. o Ditching and piping requirements and their amounts. o Types of erosion control structures needed. o Proposed drains or trail surface binding agents. o CAD drawings if applicable. o Safely and accurately install crushed limestone trail material per provided specifications (Attachment -D). The County project manager must approve all aggregate prior to installation. o Ensure aggregate has appropriate moisture content to achieve 95% compaction. o The trail surface should have a two (2) - three (3) percent sloped crown for relatively level applications and a two (2) - three (3) percent cross slope for hillside applications. o The limestone aggregate should be installed and compacted to create a smooth, consistent, and predictable trail surface. Rough and / or bumpy surfaces will not be accepted. o Access: All access routes shall be identified prior to work activities, and only these routes shall be used. Access routes shall avoid wet areas, steep areas, and irrigated turf. Contractor access to native areas is prohibited during saturated conditions. The Contractor shall restore all access, staging, or other disturbed areas to a preexisting condition by grading and reseeding with approved seed mixes as necessary. Biodegradable erosion fabric will be required in sloped restoration areas.
