The project consists of the installation of approximately 350 linear feet of 12-inch restrained joint ductile iron pipe (DIP) waterline, 300 linear feet of horizontal directional drilling of 20-inch DR17 IPS high-density polyethylene (HDPE) with a 12-inch DR9 DIPS HDPE carrier pipe, connections to existing waterlines, a 6-ft by 12-ft solenoid control valve vault, electrical and SCADA, valves, and associated appurtenances. All materials, labor, tools, equipment, and any other miscellaneous items necessary for the construction of the Barrow County Water Supply Connection - Phase I in Hoschton, Georgia are to be provided. The time of completion for all work associated with this project shall be ninety consecutive calendar days from the date of a written "Notice to Proceed" from the OWNER. Bids must be submitted in a sealed envelope addressed to the OWNER and must be plainly marked as "Barrow County Water Supply Connection Phase I - for the City of Hoschton, Georgia." Each bid must include a bid bond or a certified cashier's check in the amount of five percent of the total bid. The successful bidder will be required to provide Insurance, Workman's Compensation Insurance, and Performance and Payment Bonds in the amount of one hundred percent of the total bid. The Prime Contractor must perform at least 30% of the contract value. All bids must comply with Federal, State, and local laws. The OWNER reserves the right to waive informalities or reject any or all bids and to accept any bid which in its opinion may be in the best interest of the OWNER. No bid may be withdrawn within the time limit specified in the Instruction to Bidders. All bids must be made on the bid form bound in the contract documents, with no interlineation, additions, or deletions made by the bidder. Any bids received without the required qualification criteria will be returned to the bidder.
