The contractor shall provide all personnel, labor, equipment, tools, materials, supervision, and all other items and services necessary to completely retube nine boilers, including two Cleaver Brooks 4WG-200-150-15ST fire tube boilers, one Cleaver Brooks 4WG-200-125-15ST fire tube boiler, and six Cleaver Brooks 4WG-200-100-15ST fire tube boilers. All repairs and materials must meet or exceed original specifications, and any proposed material changes must include justification and cost. The contractor shall develop and submit a work plan detailing materials, methods, worker qualifications, welding and tube data, a safety plan, and a schedule. The contractor shall disassemble and reassemble boiler accessories and hardware as needed and provide all equipment, labor, and materials required for the boil-out (chemical cleaning) of the tubes in coordination with the water treatment representative and environmental engineer. All connections and disconnections shall be performed by the contractor. The contractor shall prepare the boilers for pressure testing and conduct a hydrostatic test at 1.3 times the Maximum Allowable Working Pressure, ensuring all devices are rated for the pressure or removed, and securing all openings for the test. Pressure shall be increased gradually, stabilized in 2-4 psi increments, held for at least fifteen minutes before inspection, and maintained until the inspector authorizes a controlled reduction. Test water temperature shall not exceed 120 F. Tube material and thickness must match original drawings and specifications unless substitutions are approved in writing by the COR with concurrence from a licensed engineer or manufacturer. Approved substitutions must be equal or superior to original design, and the contractor must provide comparison data. Boilers shall be recommissioned upon completion, including tuning and adjusting air, gas, and oil curves, and demonstrating full operation on natural gas and fuel oil across the firing range. All level controls and safety devices affected by the project shall be set, tested, and verified in accordance with the Veterans Health Administration Safety Device Testing Manual, with removed devices reinstalled and tested by qualified technicians. Tubes shall be reinstalled in accordance with the original design, either rolled or welded. Rolled tubes damaged during installation must be replaced, and seal welding is permitted only when required by original design. Seal welding for leak correction or fit-up issues is prohibited. The contractor shall provide all seals, gaskets, nuts, and bolts, and properly store tubes and materials against weather exposure. Due to limited onsite storage, off-site storage and periodic delivery may be required, subject to COR approval. The contractor shall return all boilers to full operational condition and provide a minimum five-year warranty on all welds and rolls. All removed materials shall be disposed of properly by the contractor, except government-designated salvage. The contractor shall supply all necessary waste containers and ensure waste is removed promptly and disposed of only through appropriately certified facilities. Government equipment may not be used for waste handling.
