This project is to construct new 3" and 6" MDPE natural gas mains located within the City of Donaldsonville Natural Gas Service Area along various streets. The project includes tying in new MDPE piping to existing natural gas mains, installing new 1" natural gas service lines with excess flow valves, and tying into the existing natural gas meters with new MDPE to Anodeless service risers with new lock-wing ball valves. All work must comply with applicable State and Federal laws, including domestic preference requirements that all steel, iron, manufactured products, and construction materials must be produced in the United States. Bidders should make positive efforts to include small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms. Minority and women's business enterprises, veteran-owned businesses, and labor surplus area firms are encouraged to inquire about subcontracting and supplying needs. Pre-qualification requirements: Contractors must be pre-qualified before obtaining bidding documents by submitting a written Operator Qualification and Training Program to ensure compliance with 49 CFR Part 192.801 et seq. At least four (4) workmen, including one in a supervisory role, must be OQ certified for all covered tasks related to PE gas line installations. Contractors must show evidence of an ongoing Drug and Alcohol Misuse Program meeting PHMSA Part 199, and provide references from at least three (3) natural gas distribution system operators for whom they have performed work exceeding $250,000 in the past five (5) years. The contractor must have a State License in MUNICIPAL AND PUBLIC WORKS CONSTRUCTION and/or a Specialty Classification in PIPE WORK (GAS LINES) and possess bonding capacity for 100% of the project value. Contractors cannot subcontract more than 49% of the project value. All OQ documentation and training protocols must be approved by the Engineer and be compatible with the Owner's OQ Program. Sureties used for obtaining bonds must be acceptable as per the U.S. Department of Treasury Circular 570. Only licensed contractors or their authorized representatives may be issued contract documents. Bidders must be pre-qualified and approved prior to the bid date; otherwise, they will be considered non-responsive. Bid security of 5% of the total bid must accompany each bid. Additional requirements may be detailed in the contract documents to be submitted within 10 days after bid opening.
