The project consists of the placement of Asphalt Overlay compacted to a full 2 inches with the edges feathered to meet curb and transitions for specified street locations in the City of De Soto. The specified locations include South Fourth Street (from College to Kingston), Lake Street (from South Second to Plum), South Fifth Street (from Kingston to Lake), South Second Alley (from Kingston to the dead end), South Third Street (from Lake to College), South Third Street (from Kingston to Lake), Kingston Street (from South Second Street to South Fifth Street), and College Street (from South Second Street to South Fifth Street). Loads are to be limited to a maximum of fifteen (15) tons per truck. Pricing involving indexing is not considered. The successful bidder must comply with applicable State statutory provisions for Prevailing Wage Order No. 32. Disadvantaged business enterprises will have full opportunity to submit bids and will not be discriminated against on the basis of race, color, sex, or national origin. The successful bidder must submit a sworn affidavit and documentation affirming participation in the federal work authorization program and that all employees are not illegal immigrants. Upon signing the contract, the contractor and any subcontractor must provide a ten-hour OSHA construction safety program for on-site employees, with completion required within sixty (60) days of beginning work. Bids must be submitted in a sealed envelope marked "2026 Asphalt Overlay Bids" and be accompanied by a Certified Check or Bidder's Bond. The City reserves the right to waive any informality, accept or reject any or all bids, and add or deduct any portion(s) of the project.
