The City of Menifee is seeking a qualified agency to provide a new, mobile-first website solution and a new service request management solution that together modernizes and unifies the City’s digital presence under a single, cohesive brand. This project is not limited to visual design; it requires delivery of fully implemented production-ready platforms. The new website must present a seamless experience for residents, businesses, and developers, allowing users to move between City department services without encountering external-looking systems, inconsistent interfaces, or disconnected branding. All third-party portals, including but not limited to, the Accela Citizen Access portal, business licensing, public records request systems, legislative management solution, and the municipal code must be visually and functionally integrated, so they appear as part of the City’s website and conform to the City’s branding and graphic standards. Simple hyperlinks, redirects, or standalone external pages will not satisfy this requirement. The project also includes replacement of the City’s existing service request system with a modern, user-friendly solution that improves usability for the public and administrative efficiency for staff. The service request system must align visually and functionally with the new website and support streamlined submission, tracking, and management of requests. This solicitation does not include general IT services. Proposals that do not demonstrate substantive experience delivering complete website platforms and service request systems, including integration of third-party services into a cohesive user experience, will be deemed non-responsive. The initial contract term is one (1) year, with up to one (1) additional one-year renewal, for a maximum total term of two (2) years.
