This project includes the resurfacing and restriping of Grimes Lane (S Morton St to S Walnut St), Kirkwood Avenue (N Pine St to N Rogers St), S Patterson Drive (W 3rd to S Fairview St), W Patterson Drive (S Fairview St to S Morton St), and S Rogers Street (W Patterson Dr to W 3rd St). It also involves the replacement of existing traffic signal equipment at the intersection of W Kirkwood Ave and Rogers Street, reconstruction of pedestrian curb ramps and crosswalks, and other related maintenance work within the project limits. Bids must follow specified requirements, including submission of a properly executed Questionnaire Form 96, a cashier's or certified check or bid bond for 5% of the bid amount (for projects estimated to cost at least $200,000), a Trench Safety Systems Affidavit if applicable, and a written plan for an employee drug testing program if the project is estimated to cost $300,000 or more. A signed contract compliance certification form must be included in proposals over $10,000. The successful bidder must comply with federal wage rates if federal funding is used, provide both a performance bond and a payment bond for 100% of the contract amount for bids over $200,000, and follow the City’s contract compliance policy. Opportunities for training and employment should be given to lower-income residents of the project area, and contracts should be awarded to small businesses located in or owned by residents of the project area.
