Work is for the removal and replacement of the existing Automated Weather Observation System (AWOS) at the North Vernon Municipal Airport, including procuring and installing an AWOS IIIP/T and the necessary incidentals to complete the work as detailed on the Contract Drawings and specified in the Contract Documents. The Contractor shall provide all labor, equipment, and material necessary to complete the work. Instructions to bidders include: - Bidders must obtain contract documents from the designated engineer’s office and be a plan holder of record. Bids not meeting this requirement will be deemed non-responsive. - Bids must be properly executed and submitted electronically to the specified addresses with the required documents as indicated in the bid forms, specifications, and legal documents contained in the Contract Documents. - No bidder may withdraw their proposal within ninety (90) days after bid receipt. - A bid bond or certified check equal to five percent (5%) of the total bid is required. - Performance and Payment Bonds each in the amount of one hundred percent (100%) of the Contract price are required. - Each bid must be accompanied by a financial statement, a statement of experience, a proposed plan for performing the work, and a list of available equipment, submitted on forms prescribed by the State Board of Accounts, including Bid Form 96, and a non-collusion affidavit. - Wage rates must be in accordance with the most recent Wage Rate Decision of the U.S. Department of Labor. - The Owner reserves the right to reject any or all bids and to waive any formalities in the bidding procedure. - The Owner will ensure that Disadvantaged Business Enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, sex, or national origin.
