Sealed bids will be received for the 2025 CDBG Street Resurfacing Project for the Village of Calumet Park, Cook County, Illinois. All proposals must be sealed and addressed to the Village of Calumet Park. Illinois Department of Transportation pre-qualifications are required in accordance with Section 102.01 of the Standard Specifications. The Engineer may refuse to issue plans, specifications, and proposals to any entity deemed unqualified. Proposals must be submitted on the forms provided. No proposals will be issued after 12:00 P.M. on the third day prior to the bid opening date. All proposals must be accompanied by a bid bond, cash, or certified check in the amount of at least ten percent (10%) of the total proposal as a guarantee of contract entry and proper contract performance. Bidders must comply with federal requirements, including payment of prevailing wages as determined by the Secretary of Labor (Davis-Bacon Act), and adherence to the Contract Work Hours and Safety Standards Act. Compliance with the Copeland "Anti-Kickback Act" and Equal Employment Opportunity requirements for Community Development Block Grants is also required. Bidders must be registered at SAM.gov and have an active Unique Entity Identifier (UEI) number. Compliance with the Build America, Buy America Act is required unless waived, as well as affirmative action requirements for hiring or training local lower-income residents and subcontracting with local small businesses (Section 3). The successful bidder must file a performance bond equal to 100% of the bid, provide sufficient insurance or indemnity, and meet all obligations for labor and materials. The Village reserves the right to reject any or all proposals or bids.
