Theses project consists of furnishing and placing hot mix asphalt on specified county roads in accordance with INDOT Standard Specifications and the Marshall County Highway Department requirements. General Scope of Work to be Completed: 1. Mill and Fill: Mill asphalt (1" up to 3"), prep and clean road surface, patch/repair sub-base areas where needed, tack and resurface with 2" to 2.5" HMA base and 1.5" to 2.5" surface, shoulder material, and striping. 2. Profile Mill / Wedge and Level: Profile mill road surface level, prep and clean road surface, patch/repair sub-base areas where needed, tack and resurface 1" to 2.5" HMA surface, shoulder material, and striping. 3. Wedge and Level: Sweep road surface clean, patch potholes or ruts greater than 2", tack and wedge road surface with HMA leveling, cap with 1.5" HMA surface, shoulder material, and striping. Instructions to bidders: - Itemized proposals for each road must include: item number, description, estimated quantity, unit, unit price, and total amount. - Each bid shall be submitted with a completed Indiana Bid Form 96 (Revised 2013) and an executed Contractor's Financial Statement (Form 96A). - Bids must be submitted in a sealed envelope labeled "2026-1 Community Crossing Paving Projects". The envelope must contain a top sheet listing all included projects and a lump sum (LSUM) price. - Bids will be considered as a single bid for all work listed, for Community Crossing 2026-1. - Bid security equal to ten percent (10%) of the total bid must be included, in the form of a certified check, bank draft, cashier's check, money order, or bid bond for Indiana-based bidders. - The successful contractor must furnish a performance and payment bond equal to 100% of the contract price, and a two-year maintenance bond for 30% of the contract price. - No contractor may withdraw their proposal within sixty (60) days of the bid opening. - The contract will not be awarded solely based on price; value, product quality, safety, delivery, and service will also be considered. - The Board of Commissioners reserves the right to reject any or all proposals, waive technicalities or irregularities, delete bid items, and award contracts based on the best interest of the county. Pre-qualification requirements: Bids will only be accepted from bidders currently pre-qualified by the Indiana Department of Transportation (INDOT).
