Site work and paving for a mixed-use development in Texarkana, Arkansas. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.
The work involves a General Contract for extending Runway 4 by 500 feet, extending Taxiway Delta by 500 feet, relocating NAVAIDs, and constructing an asphalt overlay on Runway 4-22. Bids must be submitted on a unit price basis. The contract is subject to the Buy American provision under Section 9129 of the Aviation Safety and Capacity Expansion Act of 1990, Executive Order 11246, the Equal Opportunity clause, and Standard Federal Equal Employment Opportunity Construction Contract Specifications. Bidders must use the correct proposal form, supply all required information, and enter addenda numbers to verify receipt. The successful bidder must submit a Certification of Nonsegregated Facilities prior to award and notify subcontractors where required. For contracts of $50,000 or more, with 50 or more employees, an affirmative action program must be maintained within 120 days of contract commencement. Bid Security of 5% is required. A current general license from the Arkansas Contractors Licensing Board is required. The bid and contract work must comply with all applicable laws and regulations. Federal Davis-Bacon wages apply. Work completion is required within 210 calendar days from Notice to Proceed. AIA Document A305, Contractors Qualification Statement, must be submitted unless a recent copy is already on file with the Engineers office. Any questions about the project after this meeting must be submitted in writing no later than 5:00 p.m. on Thursday, April 14th, 2026. as per Adda 1.
