The City of East Palo Alto is requesting proposals from qualified environmental consulting and engineering firms to provide on-call services at the Cooley Landing site, located at 2100 Bay Road. The selected firm will enter into a 5-year contract to support ongoing environmental compliance and site management. The required key services include: conducting quarterly inspections of the Soil Gas Mitigation System, performing combustible gas monitoring, and preparing regulatory reports for the RWQCB and San Mateo County Health System; carrying out quarterly (first year) then annual inspections of the engineered landfill cap, with post-storm assessments and annual summary reports; preparing an addendum to the existing 2023 Vulnerability Assessment to address data gaps related to sea level rise as identified by the SF Bay Regional Water Quality Control Board; installing three groundwater monitoring wells and conducting 12 months of continuous water level monitoring; and ensuring all compliance data are submitted to the GeoTracker database in accordance with AB2886 requirements.
