The scope of work includes furnishing all necessary labor, supervision, material, equipment, insurances, and related resources to perform the 2026 Gas Leak Survey. The work involves checking gas mains, gas services, risers or service entrances, regulators, and meters up to the meter outlet connection for gas leaks. The project requires the inspection of an estimated 90 miles of gas mains, approximately 1,100 gas services with outside gas meters, and about 5,400 gas services with inside gas meters. Further requirements are outlined in the specifications. Bidders must complete the bid schedule for the Base Bid and two Alternate Bids. All contractors or subcontractors performing work on the City's gas pipeline system must provide or have on file a copy of the contractor's Operators Qualification Plan and a current P.H.M.S.A. Pipeline Drug & Alcohol Plan. Bids must be submitted electronically through Bid Express and electronically endorsed by the Bidder. No bid may be withdrawn within sixty days after opening. The Owner reserves the right to waive irregularities, reject any or all bids, and investigate to determine the lowest and best responsible bidder.
