Electronic bids will be received for the furnishing of all necessary permits, labor, material, and services necessary for the milling and resurfacing of Park Avenue from the High-Main Bridge west to Eaton Avenue, approximately half mile, including pavement markings. All Bidders shall be prequalified by ODOT for the appropriate type of work. Prequalification status must be in force at the time of bid, at the time of award, and through the life of the construction contract. For work types that ODOT does not prequalify, the LPA must select a qualified contractor. Subcontractors are not subject to the prequalification requirement. The prime contractor must perform no less than thirty percent of the total original contract price. This project has an SBE goal of 7%. Prior to bid opening, all prime contractors must submit a Local Let SBE Utilization Plan electronically. The electronic bids can only be submitted through Bid Express and must be electronically endorsed by the Bidder. Each bid must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid or a certified check, cashier's check, or irrevocable letter of credit in an amount equal to 10% of the bid. This is a Federal Prevailing Wage project. No Bidder may withdraw its bid within sixty days after the bid opening. The Owner reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best responsible bidder(s).
